Bill Owens

Bill Owens is Vice Chairman of RBS Greenwich Capital, an institutional banking and capital firm with more than $160 billion in assets. Owens also is a partner in the JCB Group, a Denver-based land development firm with projects in Colorado and Arizona. Owens serves on the board of Key Energy, the Bonham Group, and FESCO, a Russian transportation company with interests in shipping, railroads and ports.

Owens served two terms as Governor of Colorado, from 1999-2007 and was re-elected by the largest margin in Colorado history. During his two terms, Owens was committed to improving Colorado’s transportation infrastructure, reforming education, and lowering the tax burden for families and businesses.

Gov. Owens’ commitment to pro-jobs fiscal policies helped Colorado weather the post-9/11 economic downturn that hit Colorado hard – troubles that were intensified by the state’s worst drought in 300 years. The Governor managed the state during a time when revenues declined 16 percent compounded by a $950 million deficit he inherited when he took office in 1999. He dealt with that fiscal challenge by cutting almost $1 billion in state spending and streamlining state services. By 2005, Colorado’s economy was rebounding, again putting Colorado among the top states in employment growth, income levels, and economic vitality. Under his leadership, TREX – one of the largest road/rail transportation projects in U.S. history – was authorized and built, on time and on budget.

Prior to his election as Governor, Owens served as State Treasurer for four years and in the Colorado Legislature for twelve years.

Owens also has worked for more than 20 years in the private sector, including the consulting staff at Deloitte and Touche, the Gates Corporation, and as director of a statewide trade association. He also chaired the Aurora Planning Commission.

Owens holds a master’s degree in public affairs from the University of Texas, where he was awarded a two-year fellowship. He earned his Bachelor of Science from Stephen F. Austin State University.

Owens is a Senior Fellow at the University of Denver’s Institute for Public Policy Studies.
